The site which comprises two large city blocks is bisected through the middle by a very important vehicular thoroughfare and its Eastern boundary is defined by an elevated highway. Clearly, the site is located at a strategic crossroads of connectivity. These roadways become vital links to well-known destinations, while the site itself becomes an important point of transition and arrival.

The primary goal of the project is to create a great, memorable place in the city that has a clearly defined identity. The approach to the design concept is to take the elements of programmatic requirements and density and to distribute them in a Master Plan that juxtaposes ¬-vertical towers, maximizing retail, hotel, casinos, offices towers, and commercial space. As a counterpoint to this, the Northern portion of the site becomes a sensuous, green park. The park features a sculpted mountain in the center that houses a cineplex and retail shops.
